Head of Business Operations West Mercia is the fourth largest geographic police area in England and Wales, covering nearly 7,500 kilometres. Our communities cover three counties: Herefordshire, Shropshire (which includes Telford & Wrekin) and Worcestershire with more than 1.2 million people living in the areas we serve. Our policing model and the shape and size of our organisation continues to change and our demands continue to increase. It is therefore vital that we shape our workforce and environment to embrace such changes. The coming years will be exciting as we implement our ambitious change agenda, transforming how we deliver policing in our area. Recruiting and retaining the right people and maximising the contribution each and everyone makes is more critical than it has ever been to achieve our vision and strategic outcomes. At the same time we need to ensure our services continue to be delivered in a sustainable, efficient and effective manner with strong performance management and continuous performance. Reporting to the Director of Business Services you will play a critical part in our future and directly impact on policing for our entire workforce, public and partners. As a result of the completion of the first phase of our organisational transformation a new role, the Head of Business Operations, has been created. This role will play an instrumental part (working with our other heads of service) in leading the next phase of West Mercia’s organisational transformation that will provide operational, tactical and strategic business services in a manner that is sustainable, relevant and appropriate to the changing needs of our organisation. The role will be responsible for the delivery of new and existing transactional shared services for around 4,200 police officers and staff. This covers a range of transactional services based at Hindlip e.g. Payroll, HR & Finance administration, Fleet Management, Purchasing and Logistics administration and general administrative support to our local policing areas, located across the wider force area. One of the key measures of success for this role will be the realisation of cashable savings in order that West Mercia Police can maximise the resources allocated to policing outcomes. Therefore, the successful candidate must have demonstrable experience of leading large-scale transformation, cultural and service change, combined with strong decision making, integrity and leadership skills in a complex secure environment. You will have a proven track record of success in directly contributing to strategic organisational development, change and cashable benefits realisation. You will have proven experience of managing budgets and resource allocation, setting targets, driving delivery, measuring and monitoring progress, and achieving desired outcomes; combined with strong evidence of effective and collaborative stakeholder and relationship management. We primarily seek a high calibre individual with transferable skills in order to implement timely and positive changes to the way in which services are supplied and provided. You may therefore already have experience of leading and delivering an internal transactional shared service. The closing date will be 12 midday on Friday 28th February 2020.
